What is RO e-transport

RO e-Transport is Romania’s national electronic system for monitoring road transport of goods, primarily to combat tax evasion and improve VAT control.
RO e-Transport is a digital platform operated by the Romanian tax authority (ANAF) and Customs Authority to track road shipments on Romanian territory.
It focuses on goods with “high fiscal risk” (e.g. certain food, textiles, metals) and also covers all international road transports that transit or (un)load in Romania, once thresholds and dates apply.

What is the purpose of RO e-transport system?

The system is designed to reduce undeclared trade, close the VAT gap, and increase budget revenues by giving authorities near real‑time visibility over sensitive cargo flows.
For logistics operators and shippers, RO e-Transport introduces extra administrative steps but also pushes toward digitization and better traceability, which can support security and compliance programs.

What transport are under the scope of RO e-transport?

For high fiscal risk goods moved domestically, declaration is generally required when the vehicle has a maximum authorized mass of at least about 2.5 tons and the risky goods exceed roughly 500 kg or 10,000 RON in value per commercial operation.
or international transports (intra‑EU or third countries) involving Romania, the obligation has been extended so that all goods may need to be declared if certain conditions on vehicle weight and shipment value/weight are met.

Which shipments require GPS tracking under RO e-transport?

For any transport that is in scope of RO e-Transport (i.e. a UIT code is or should be generated), the road transport operator must transmit real‑time vehicle positioning data to ANAF for the whole declared route.
Vehicles must be equipped with a satellite‑based telematics device (or existing onboard unit) capable of automatically sending GPS data; this is an obligation for the operator, not only for the driver. 
Monitoring with GPS applies to road vehicles with a maximum technically permissible mass of at least about 2.5 tonnes that carry goods monitored by RO e-Transport. In practice this includes:
  • Domestic and international transports of “high fiscal risk” goods where the risky goods exceed ~500 kg or 10,000 RON per shipment.
  • All international transports involving Romania (intra‑EU or extra‑EU) which are now required to be declared in RO e-Transport once the extended scope for all goods applies and UIT codes are issued. 

What are the sanctions if RO e-transport rules are breached?

The obligation to send GPS data is already in force for shipments monitored in RO e-Transport, the application of fines for missing GPS coordinates with sanctions was postponed till 01.01.2026. From this date sanctions are applied for transport without LIVE GPS data declaration.
When enforced, typical fines for not transmitting GPS or not having an active device range roughly from 10,000 to 50,000 RON for individuals (e.g. drivers) and 20,000 to 100,000 RON for companies, plus possible confiscation of the value of undeclared goods.
